The new update requires you to do everything twice like generals because you have to make them in the characters and then switch over to the country and add it in the military tab which is so annoying and wasnt an issue before this trash update. Also the new update broke the export tool

The export tool is working but could be glitched or not working for you due to something in your mod, I found if you mod has a country which only claims/cores land and doesn't own any prevents from exporting. it's fine if you have one with no land nor cores/claims. Also something being annoying isn't a bug.
