High command creator in Country creator tool can't assign trait

Hello.
I created a country, set up the ideologies and popularity, party names, etc... but when I want to create a high command to give for example infantry expert, I can't assign any trait. The mini window where you have the "+" appears, but when I click on it, it just dissapears.
I tried it in Firefox and Vivaldi.
Reproducing steps :
1/ Create a country
2/ modify the political parties and their popularity
3/choose any political advisor, manufacturer, theorist, army chief or high commander
4/click on the trait textbox
5/click on the "+" in the trait selector
6/see the trait selector dissappear without being able to select a trait
