Some focuses appear but some dont, is it a bug or are there any fixes?

Assuming this is on the Luxembourg focus tree?

In the focus: Benelux Union

The reward you have is:

create_faction = Benelux Alliance

The space will be causing an issue there, as the game will see the space and assume "Alliance" is a command.

create_faction = "Benelux Alliance"

If you change the reward for the focus, to the above, that should resolve the issues.

But other than that, I don't see anything else in the focus tree which should cause any issues.

Let me know if stuff still isn't loading/working as you expect.
