2 questions
1 - This is all done via the states files. Currently there isn't any way on the site to edit this information, however, if you go to history -> states -> [state you want to edit] you can edit the factories in there.
For example, in state 16 - Ile de France you have:
So if you wanted whoever owns this state to have 2 extra military factories, you would change the lines which say "arms_factory = 4" to say "arms_factory = 6"
And this can be edited across any and all states you have.
For 2, do you mean the leader of the nation (for instance after Hitler expires). You can do this by setting the leader for a later start date. However, it currently isn't possible to set more leaders than there are start dates.
