I have a question about ideologies. Regarding the number inputs, such as "Join Faction World Tension Limit," is everything in decimals? For example, if I input 0.25 for Join Faction World Tension Limit, does this equal to 25% world tension in-game? Thanks.

Yeah it should be. There are a few numbers which don't follow this rule, but if in doubt, you can always hover over the (i) icon which appears next to the text box you are currently typing in to see if it is one of those weird edge cases.
