Is there a way I can unassign land from a country so it is not owned by any nation? If not, can I import another map that is empty?

If you edit your mod (on the mod's page) so that it is a "Country overhaul" mod, this will unassign all land from the default nations. And then only the countries you have assigned states to will have land.

If you go to your mod's page, and press "Edit mod" in the sidebar, the option should be in the popup that appears
