Allow the editing of Vanilla focuses and countries.
You can already do this by importing the vanilla focus trees/countries/ideas/etc. into their respective tools.
If you're unsure which files to import, hovering over the (i) icons to the right of the file chooser will help you locate where to find them. For example:
Where do I import files?
In the sidebar of every tool, there will be at lease these two options:
Press import, and it should open a popup window asking you to choose the file(s) relevant to the tool you are in.
