Ideologies in country maker + deleting default stuff

Please make it so when you create a new ideology it will also show up when you create a new country, not just the default ideologies. I also think there should be an option to delete old ideologies/start dates/countries...

You can delete ideologies/start dates/counties/ect. in the Your Mods page
