How do the names in the Misc tab of Countries work?

I have inputted a few names into one of the mods I'm working on in the Misc tab of Countries, and I let the game auto-generate leader names for my country, but it just uses the default names instead of the names I inputted. Why is this the case?

How do I integrate custom ideologies?

I'm trying to integrate one new ideology using the ideology tool without completely overriding the other ones. Right now it's not integrated into my country section because there's no customization option for it. What should I do?
