Not necessarily. However, if your nation is starting without a defined leader it will say "No Commander".

Could you give an example (or two) of countries which are having this issue, where the leader of the ruling nation has been defined?

Napoleonic France is non alligned and has a picture and name yet doesn't work

 

Any leader which has the name "???", or is empty, such as that for Communist Napoleonic France, will not generate a leader for the country and the game will have to randomly create one - which only happens after you start playing.

So if there's any leaders you haven't given a name (and portrait) for the starting ideology, you will need to do that.

so your nation needs leaders for all ideologies and not only the one you chose as the ideology they start the game with?

since one of the nations leader still works
