it will be hard but i cant do very very small nations because of the states but if there was an state creator we would be able to make small nations

Not too sure what is different between and event and a super event, but I believe TNO just changes the GUI for the events so they look like they do.

I've not really messed with GUIs too much, but the file that you would need to copy & edit is:

C:\Program Files (x86)\Steam\steamapps\common\Hearts of Iron IV\interface\eventwindow.gui (on default Windows install)
