If you added any ideologies after creating the country or the ones you don't see have any types (set at the bottom of the ideology creator tool) you will need to ensure the ideology has types available, otherwise it isn't valid for a country to have that ideology, and then retroactively add the ideology to the countries you want on the mod screen:
