I'm creating a new mod and I didn't select country overhaul. Is there a way for me to edit the pre existing countries?

 I suggested this. It is a very good idea. We need a naval creator.

The ability to give nations Navies at the beginning, being able to make new states, and make new things to research. If any of these  are already a thing please tell me how to do it.
