No i did not have any other mods active except for mine but i did check the states in the mod folder and it does say
Owner = ITA
On albania for example
When i i play my mod with country overhaul, the game crash

I know you could make a custom country and then use its tag as a cosmetic tag e.g. creating GGR (Greater German Reich) as a custom nations and adding flags to it but it would reduce filesize, be easier and also wouldnt take up TAGs if you had a cosmetic tag system
In the event localization folder event option names are missing the " at the end example:

So there appears to be random provinces in places where they shouldnt be like this where a state has part of sweden (doesnt actually show up ingame though)
What is the issue with the flags exported from the site, if you'd be able to elaborate?
The site will export PNG versions of the flag alongside, if that's what you mean? However, this won't affect the mod in any way.
